Belgium has a lot of unfinished infrastructure, although not quite as finished as that. Antwerp has several tram tunnels which were not used for decades, they have fairly recently opened one and are planning on opening the other sections in the next few years. Liege built some metro tunnels but they have never been used. The road network has loads of unfinished sections too
