Why would you be worried?
Do you believe that there is an effective Rail Regulator?
Do you believe that there is a statutory Passenger's Representative body?
Do you believe that the Government is interested in or influenced by ticket retailling?

I'd like to believe in these, too!

True, an operator's past performance is quite low down in the things considered for refranchising, but this, put together with many other issues could, and should lead to change being considered.
