I was told a reservation couldn't be issued to cover the Leeds to Wakefield section unless I was also buying a ticket in that transaction.

Whoever told you that - it's not accurate.

When I was doing my Rover in early August I obtained at Leeds ticket office, on different dates, reservations for Leeds to Wakefield without having to buy an additional ticket for that sector.
