I have just been on the Ouigo site searching for train travel in France. So, I click for English and get re-directed to the Ouigo Spain site. How bonkers is that? A French company who only let people use English if travelling in Spain and not France?

Oh-many parts of the ter.sncf or maybe even the (as its new again, I did not test it all) sncf suddenly also turn into the original french pages when you click on some minor detail or other link.
It is pretty common for many countries to kind of ´protect´ low fare offers to their own citizens by only using local language.
I guess the nr of those foreigner specifically aiming to travel on that OuiGo -certainly in its old form-using like Ryanair uses out of the way small airports- using out of the way suburban stops etc and all the hassle to imitate airlines in checking in and checking luggages etc.-must be so minimal that the translation would cost more as extra takings. And for this you cannot do google let do that work.
If this bothers you-just wait and see and test how the soon to be 3 such LCT (lo- cost trenes) in Spain will offer their services. (spanish, french and italian to come)

If you can't understand written French, you can put thr website through Google Translate and it will do a reasonable job of translating to English. If you have Google Chrome, it will even offer to translate for you itself.

In fairness,

It does say Ouigo France and Ouigo Spain:

However, as @Lewlew has highlighted, you can buy the tickets on SNCF Connect in English.
