Oxted Tunnel

Anyone know what work is going on south of the Oxted tunnel just past the M25 bridge? There is a very permanent looking and substantial temporary site set up (cabins, parking etc.) plus safe access walkways being set up alongside the line and the like.

Could they be widening it to allow wider trains to pass through?
