Uganda has begun restoring a disused branch of a railway line built under the British Empire, which it hopes will offer a cheaper way to transport goods to neighbouring countries. … Work has begun to restore nearly 400 kilometres of the tracks between Tororo in eastern Uganda, near the border with Kenya, and Gulu in the north, near South Sudan.

This will be the line previously re-opened in 2013 but hardly used until 2015, then refurbished again in 2020 (source UR Facebook).

Rift Valley Railways (RVR) CEO Darlan De David has told the paper New Vision that Uganda's 500kmTororo-Gulu-Pakwach line, out of operation for many years, is to be re-opened before the end of July 2013. Ugandan engineering company Kato Contractors undertook repair of the line under contract to RVR 'in a phased approach' at a cost of approximately $US2 million.

Railway Gazette 25 October 2018:

UGANDA: An agreement to fund rehabilitation of the 375 km Northern Line between Tororo and Gulu has been signed by the European Union which will provide a €21·5m grant and the government of Uganda which is to contribute €13·1m.
