I thought the whole point was to enable enthusiasts to hear the loco.
I'm not convinced it would only be appreciated by enthusiasts. I think particularly with a steam service, quite a few "normals" would find the sound of the loco (and also some general "outside" sounds) somewhat enhances the atmosphere; it's certainly different to the "sealed in" experience of modern rolling stock. They might not conciously factor it in when deciding whether to - say - have another trip, but as part of the overall experience it could influence them.That's just a bonus. Nobody is going to spend money modifying stock just so enthusiasts can hear the loco.
