TOCS and NR in a slightly different position with 2023 pay round still outstanding for Train Companies along with this current financial year. Expect the same as drivers in % terms

I'd be interested in seeing the 2024 offer for NR operations as they agreed 4% for 2023, whereas drivers just got 4.75%

“Our Ref: BR2/15/4

20 August 2024

Dear RMT Member

PAY UPDATE – TRAIN OPERATING COMPANIES

Your RMT negotiating team met with senior DfT officials to discuss pay for our members in the train driver and all other grades bargaining groups within the Train Operating Companies.

For train drivers, the discussions were for three pay years - 2022/23 to 2024/25. For all other grades, the discussions were for two pay years - 2023/24 and 2024/25.

Having discussed the outline proposals for the two bargaining groups, we now await confirmation in writing from the Department for Transport for both groups, following governmental processes.

As soon as these written proposals are received, they will be placed before your National Executive Committee for consideration.

I will update you on all further developments as soon as your NEC has considered the documentation.

Yours sincerely

Michael Lynch

General Secretary”

Really vague. No detail whatsoever.

But obviously worth DFT working up into a formal offer.

I didn't think the RMT had any involvement in driver pay? Any drivers in the RMT (or no union), will just get whatever is agreed by ASLEF, whether they like it or not.

Have pay offers for RMT train drivers ever been different to those for ASLEF drivers? If ASLEF accept the pay increase will it go ahead regardless of whether RMT train drivers accept it?

Why have they turned up again without the means to make an actual offer then?

Every week for the last few weeks it’s been the same thing. Waiting for an offer the following week that doesn’t come…

Think the RMT wait until it’s in a written format as in an official offer not an agreement around the table. Best Friends For Ever kinda thing

But the ASLEF offer was almost a week ago, so this should have already been prepared for the same %

Unless it’s a different figure of course.

Sounds to me like they talked about the offer, reached an agreement in principle, and now need final sign off, then it being put in writing to the union. If the RMT thought they were getting nowhere I think they'd have said so.

Obviously frustrating for it to be another meeting with no offer formally made and put to a vote, but I think this is quietly positive.

I'm getting those kind of vibes too

Had this today. I assume TSSA talks are being run parallel to the RMT

What does the ‘excluding management grades’ mean? No pay rise for MG, or negotiated seperately?

At some (most?) TOCs, Management grades don't have collective bargaining. Where that's the case, the Unions don't get involved in pay reviews.

Talks/proposal for TOC and Network rail staff postponed until early next week. Apparently waiting on DFT confirming new budgets for financing pay rises.

What does that even mean though?

Sounds like nonsensical gibberish. Are they having cold feet about offering others similar pay deals to ASLEF because of the media backlash? It won’t end well, and the RMT shouldn’t entertain it.

What nonsense, are you saying that the DfT should be giving massive amounts of unfunded pay increases? How do you think that will turn out?

I read it as they're simply waiting to sign it off through the official channels. They're unlikely to have offered anything they couldn't do and the RMT would have said something if the talks weren't going well.

This just seems like government doing its thing. There's nothing to really be concerned about here.

Some TOC's jointly recognise ASLEF & The RMT for drivers .
Have pay offers for RMT train drivers ever been different to those for ASLEF drivers? If ASLEF accept the pay increase will it go ahead regardless of whether RMT train drivers accept it?
That cannot happen at the same train operating company , because the grade as a whole is the bargaining unit . So you negotiate with the union/s that are recognised .
At some (most?) TOCs, Management grades don't have collective bargaining. Where that's the case, the Unions don't get involved in pay reviews.
Generally it tends to be that at most TOCs the 4 recognised unions will have collective bargaining for non management grades pay so all non management grade recieve the same pay award . And then non exec level management grades have seperate negotiations .

Precisely this , a union cannot put an offer to its members that it has not formally recieved in writing .

8 days after the offer was made to ASLEF and yet they don’t have the go ahead to offer the same to the RMT?

It stinks

But they probably HAVE offered the same to the RMT and they're just waiting for the sign off and letter.

If anything was amiss the email we recieved would have been FAR different in language and tone than what it was.

I'm certainly not concerned. News will come in time...

Doesn't make much sense to me. How can they offer a pay rise to drivers but next week cant make to other staff because they are checking their budgets. Wouldn't surprise me if they are having a rethink after the way they were treated by ASLEF.

I’m going to start my new role at Network Rail starting from September in a grade 5 role. If and when the paytalks are successful between both the parties, would there be a salary increase in my case too? Could be a trivial question but appreciate your assistance. Thanks

Would it not be more benefitial to ask your employer this question, rather than on a public forum?

As per collective bargaining arrangements your salary will be whatever is agreed for your grade upon starting - so yes!
