The Rail safety and standards branch (RSSB) has published its updated key requirements for rolling stock for manufacturers, procurers and system suppliers.

Among the requirements listed are,

Anti trap and drag function for doors
Full CCTV across all compartments
All seats to have USB outlet
Improved space for wheelchairs (and better access) buggies & bikes
Includes Bi model sets for first time

One other item i noticed there is no change to Pendolino seat/window arrangements !! Just a recommendation to reduce the number of carriage designs.

Likewise with a toilet

Toilets have a specific exclusion, obviously
3.2.1.1 CCTV that monitors the passenger accessible areas (excluding toilets), including areas
used for storage of luggage, cycles etc. shall be fitted to all rolling stock.
I'd think that CCTV in sleeper cabins is the sort of thing that the operators can decide upon weighing up privacy versus security

Edit:
actually reading the damn document:
It does not require USB sockets at all seats. At all. It does suggest providing USB in refurbishments where the power system cannot support 230V

And none of this is truly mandatory
