I think - without deviating too much from the topic (since it is relevant) - that governments in both London and Edinburgh now and historically have been guilty of bold claims of “extra” money from Barnett - when really the relevant questions are of the “new” money compared with the expected new money (eg the impact of cuts elsewhere) and in per capita funding - for example “spending more on the health service” means little if the amount you have for each citizen has actually reduced.
In general, this kind of project where an imminent decision is clearly critical do not fare well with the day to day rough and tumble of electioneering and tax cutting, creating government spending uncertainty. I don’t think blame exists in one parliament or the other.
