That isn't true really, as CEPs are 1 as well. But generally that is so.

Don't worry about that. Look at the coach. If it has lots of doors (at every seat row), then its a VEP or a VOP. If it has about 3 doors per coach, has sliding windows, and the VEP style front (As your pictures demonstrate) it's a CIG. If it has a hopper window, an old looking front, and a few doors, its a CEP.
