Should the sale of Riviera coaching stock to West Coast Railway Company have been blocked?

Should this sale be referred by someone to the competition authorities.

West Coast purchasing this rolling stock does restrict considerably the options to hire in rolling stock for the railtour sector and reduce competition?
What would you suggest? Riviera Trains is being wound up after the sale of the assets. It's not like two separate businesses are merging.

The competition authorities can block the sale leading to a lower sale price to a more suitable purchaser / operator or force West Coast Railways into very onerous restrictions on the hiring out or use of the purchased assets.

Rivera isnt a competitor to west coast directy so it would be difficult building a case. LSL are already vertically intergrated with stock, traction and promotion being under one company and that isnt seen as anticompetitive. WCRC already allow others to do the promotion for them (Railway touring company for steam tours mainly from london) so i dont see why theyd try to push out the diesel basher promoters that currently use Riveria (UKRT and Pathfinder)
