You need a feeder, but it will be taking power equally from all three phases, so won't need a 275kV or 400kV supply to cope with the phase imbalances of a typical grid supply point feeding the OHLE directly.
Not really if you are buying a big fleet - don’t really want subfleets with different ranges, nor for most trains to be lugging a battery load way bigger than they need.
The cost-effective route would be to have a design that can accommodate a varying number of battery packs, so the fleet can be reconfigured as needed.
