Has Network Rail killed off for good either Skelmersdale getting a railway halt of anykind, and/or the Burscough Curves?

Burscough Curves you mean.

And there are several options in the MPTE LTP and Network Rail RUS documents.

Depends on if you're closer to the Ribble or Mersey on how you pronounce it ;)

The RUS documents mention it in passing; the Northern Hub document certainly doesn't mention it at all.
