Step-free crossing at Hilsea

Inspired by this which was also on the front page of the paper this morning, it would seem Hilsea is overdue an actual step-free footbridge. Currently to get from one platform to the other requires a detour of around 850 metres.

But surely you can’t walk down the ramp, (as the article implies), without noticing the fence, the notices, and the trespass guards? What more can they do?

Then, whereabouts on the national priority list for ramps would Hilsea come?
