Good evening everyone. Would a ticket from Swindon to Penzance be valid to go via Reading if it is an any permitted ticket?

No, I don't think so.

Using the Routeing Guide:

Swindon is a routeing point.
Penzance is part of Plymouth Group.

Allowable map combinations are SW, WR.

Neither map appears to allow a route via Reading. You can go via Bristol or Westbury.

Whilst NRE does indeed do that it is not showing through fares for travel via Reading. To go that way you'd need to buy multiple tickets.

It also says that for Westbury to Cardiff via Taunton but I've done that with a standard ticket.

Not a permitted route though, just like your query of SWI-PNZ via RDG. So NRE is right in offering multiple tickets for WSB-CDF via TAU. You could've been subject to an excess fare for being off route.

Permitted route for WSB-CDF according to the Routeing Guide is on map CE only.

Perversely TAU-CDF is valid via WSB. Maps WE+CE.
