It seems not just bonkers but a repeat of the 442 waste of money. Really they need to decide now whether to proceed or not, not after the money has been spent and the time and resources used.
It's very difficult to make a judgement regarding if money is being well spent without entering realm of speculation.
There is some evidence that peak hour extra trains will be needed Tuesday-Thursday. General agreement that Friday services in commuter land should be same as Saturday. Monday going forward is harder to judge.
The simple question is, if need one extra morning peak train, and one evening return, just 3 days a week, what do you economically serve it with. At that level of utilisation got to find something not much above scrap value, or at very least that is cheap for next decade.
If can't provide capacity on those busy mid week services, then alternative is leaving people behind, which perhaps justifies not being a waste of money
