Two tph could go to Victoria instead of Blackfriars. You cannot change at Streatham or Tulse Hill for Victoria
a) Other non loop destinations would need to lose 2tph to Victoria so which routes would lose 2tph?
b) it introduces more conflicting moves at Streatham South Junction (bad idea)
c) with your proposal how does a loop user who used to get a direct service to Blackfriars change from your Victoria service to get to Blackfriars as the Wimbledon side of the loop doesn't have interchange opportunities for Blackfriars / London Bridge if the service is going to Victoria. They already have quicker and more frequent Victoria opportunities via Wimbledon / Vauxhall or Northern Line. Hence where do you change to get to Blackfriars / London Bridge from a Victoria service from the northern side of the loop?

No space on the trains to reopen those stations - that would need 12 car.

No space on the viaducts either. The old platforms aren't long enough, nor anywhere near wide enough. It means rebuilding viaducts. Very expensive.
