I presume you're not talking about thermoplastic polyurethane, but no alternative meanings for TPU are springing to mind. Are you referring to the questions to the Sec. State for Transport, or the later adjournment debate on services to Liverpool Street station?

Transpennine Upgrade - sorry (as an aside I am actually working on a thermoplastic urethane at the moment - MDI based to be precise with a polyether backbone)

It's nothing more than the regular Questions to the Minister session (happens about every 4 weeks or so). He may announce all sorts of exciting things, but more likely to agree with those behind that his party is doing things tremendously well, whilst those opposite would be disastrous.

I wouldn't read too much into it (unless something gets leaked)

Parliamentary questions are not usually the venue for major announcements, which are normally in ministerial statements or budget speeches (due on Mon 29 Oct).
Questions sessions are mostly for local lobbyists to pursue some bees in their bonnets, with suitably bland and defensive responses from the Secretary of State.
I'd expect the timetable meltdown, and its impact on particular constituencies, to figure strongly.
