There has been a lot of discussion of trade deals around the EU referendum.
Is it generally the case that any sale of goods or services between two countries is subject to tariffs, unless the two countries have a trade agreement which states that no tariffs are chargeable?
Have tariffs always been around or are they a modern invention?
