Transpennine North route improvements

Firstly apologies if this has been discussed to death already, just point me to where.

No that the electrification of the line between Stalybridge and Leeds has been "un-paused" what are the additional line improvements that lead to the pause and longer time frames? Have these been announced and if not what are the most likely / needed improvements that people on here think are required.

As someone who travels Huddersfield-Manchester lots the two main things I notice are the lack of places to get past a stopping service (usually because the express is late and trying to make up time) and the reduction in speed exiting the tunnel at Standedge.
