The problem is that NR needs to be sure that what is being built will not compromise the provision of a safe and effective railway. This is a laudable goal in principle but in practice translates into a large amount of standards, assessments, approvals, agreements etc which an unsuspecting third party probably didn't plan for.Do you know if this was preagreed as a means of speeding up a project, i.e. you just do it, we'll buy them off you for £x once complete?
If so, sounds an interesting method to get small improvements done without NR timescales and with cost risk moved to the privatised operators away from NR.
