Do you know if this was preagreed as a means of speeding up a project, i.e. you just do it, we'll buy them off you for £x once complete?

If so, sounds an interesting method to get small improvements done without NR timescales and with cost risk moved to the privatised operators away from NR.
The problem is that NR needs to be sure that what is being built will not compromise the provision of a safe and effective railway. This is a laudable goal in principle but in practice translates into a large amount of standards, assessments, approvals, agreements etc which an unsuspecting third party probably didn't plan for.

Who owns the station at Heysham Harbour? Is it Peel Ports?
And what about Weymouth Harbour?

Warwick Parkway is not owned by M40 Trains Limited or Chiltern Railway. The freeholder of the platforms and part of the station building is Network Rail, while the freeholder of the rest of the building and the car park is Warwickshire County Council. M40 Trains Limited have a lease for both of those pieces of land and both leases are due to run until 7 October 2040.
