What disciplinary action would most likely be taken against a driver for carrying a banned person?

I can't see that whoever downloads and views CCTV footage has time to sit through hours of footage every day off every vehicle just in case they catch a driver doing something wrong. We have around 280 vehicles in total which would generate over 3000 hours of footage a day.

They might randomly download an hour or two of footage but unless you had a whole team of people you couldn't check every minute of footage off every vehicle

It would be hard for drivers to recognise everyone who is banned from traveling and if someone who is banned changes their hair style, appearance etc then it would probably be impossible for a driver to identify them.
