What does 'Complementary' mean...?

I would have thought ALL fares for every Company, Air / Sea / Land that grants complimentary refreshments put it into the initial fare !

I'm sure they do. My point was that as they are part of the advertised service paid for in the fare, it is my view that there should be a partial refund/compensation if that service is not provided, rather than responding "they were free, so you're entitled to nothing". Fortunately, it seems that while it may technically be ex-gratia TOCs are providing such refunds (vouchers) if asked, so in reality it would seem there is not an actual issue.
