What does 'E' mean?

I was watching a video at Chester station (see link), and noticed a light green E on a black background. What does this mean?

From memory it tells the Driver of a DC train not to go above a certain notch in that section.

I know of a permanent sign telling drivers of Electrostars not to exceed notch 2 in certain locations again on the DC.
