Sounds like a take on Mars from Gustav Holst's Planets Suite in which case it'll be hard to pin down as it's been used and riffed on by a lot of composers for a lot of TV shows and films!

I recognise that piece from the Only Fools and Horses episode Fatal Extraction. It’s the one where there are riots on the estate. I think it plays when Del drives Raquel and Damien back to the estate and they can’t get through the crowd.
