What is a control station?

I'm working on a paper and a reference has been made to a "local controlling station" in the railway infrastructure. What I know is that this is where field engineers pull configuration information for rail times.

Does anyone have experience with railway infrastructure to explain what IS a "local controlling station"? Is this a box on a pole by the track? A PC in an office?
