What is this thing on a level crossing?

My local LC has this attached to the lights:

I'm guessing it's for monitoring the lights, checking they're actually working, but the angle doesn't look quite right for that.

There's one on each side, both on the right hand side of the road.

Am I right? If not,what is it?

I thought it was a basic CCTV camera that recorded video of the lights at the same time as the main crossing CCTV, so red light jumpers could be proved incorrect if they claimed the lights weren't showing.

There's normally only one of these on one set of lights on each side of the crossing.
