A 20 does have 4 wheels per bogie...it's a Bo-Bo design.

Anyways, an 86 or a 90?

It doesn't though, a 40 is 1Co-Co1
So it has 6 wheels per bogies and 2 separate. Hence 8 overall.

We need to think of Locos that have a Bo-Bo arrangement.

Sat at the control desk of 370666...
I arrive entirely on my own,
I bear you into town on a rather bumpy ride,
Ye'd normally expect to find something like me on the road,
And I gave BR a massive headache for my troubles...

What am I? (Clue: I didn't survive privatisation, and I don't work for Northern. :))

All of the 40's wheels are on bogies, the 1 designates an unpowered axle. Such as A1A, Powered, Unpowered, Powered.

And, a 20 doesnt have 1 bogie and 4 wheels, it has 2 bogies and 8 wheels.
