They were used to control pleasure steamer traffic onto floating pontoons which used to float agaisnt the vertical structures, known as "dolphins". They fell into disuse many moons ago, the steamer traffic moving to Penarth Pier. Silting was a big problem in the bay when it was tidal. It is now enclosed and contained by the Cardiff Bay Barrage (seen in the distance behind the right hand signals).

Many childhood memories of using them for family and school trips across the Bristol Channel, followed by a final dash up the ramp on the homeward leg to get a trolley bus home! :)
