Clue: the location is accessed by a road named after a town in Hertfordshire.
This thread has gone on long enough. So, I'll spill the beans...
Electrostar House is the name of the Bombardier administration offices at East Ham EMUD, where the class 357 Electrostar EMUs are maintained for c2c Rail. The depot is accessed by Stevenage Road - hence the clue to Hertfordshire.
