Isn't that the North/South/East/West London lines of London Overground? Admittedly you have to change twice to go all the way round, but circular services are considered a bad thing operationally.I wonder if there would be any merit in building an "Outer Circle line"

But their services do, by and large carry a lot more pssengers so the cost per passenger might not be any more.For Southeastern at least, it was badged as political. It was actually financial. TfL didn’t have the cash at the time (and have rather less of it now).
Even if Grayling said to the Mayor now ‘go on then, you have it’, TfL couldn’t take it. Or, rather, they would say they could, but would want a lot more cash than the DfT spends on it now. Which neither DfT or TfL have got.
Be under no illusion, running a service to TfL spec costs a LOT more than on a DfT spec.
