Why is the "Jim Crow" rail bending tool so named?

The name has racist Afro-American connotations, but these bending tools are known by it. Anyone know why? Surely not the same Jim Crow?

Surely the rail tool is a "jim crow" (not capitalised) and so nothing to do with the phrase of U.S. origin.

Crow in the railway tool context similar to that used in the word "Crowbar".
