Why Isn't Tops Info Made Public?

With the advent of the internet and sites such as Realtime Trains why isn't the loco/unit that is working a train not included in the operational info. It does have the class of the loco and it's headcode and on passengers trains the retail code.

I know years ago it was top secret but now in 2014 with other sources such as apps why can't this info be made available?
