Work site markers boards! Do you need a swp to place them out?

So my question is do you need a safe work pack to assist the engineering supervisor to place out worksite marker boards?

I’ve looked through the 019 document but can’t seem to pin point the answer to my question.

This is a very grey area that needs addressing.

If anyone can provide me information where to find the standard for this it would be greatly appreciated.

Just to add I know you need to hold possession support competency to place out PLB’s.

so just wanting to know do you need a safe work pack or can it be any competent person without a pack that can place out worksite marker boards under the instructions of the ES

Thank you.

Scotland Region uses a very simplified one page pack (paper, not on RailHub) for placing WSMBs. There’s a derogation against the 019 requirement for a full pack for this task.

Evening all!

I just come across this thread as it’s of interest to myself! Only been on the rail 18 months myself, the boys were discussing today that they’ve been asked to put out PLBs in a possession the weekend.. but they were wondering why is there a PS course if management are saying their allowed to do it with a COSS ticket? From what we’ve found, you need PTS, IWA and or COSS and PS…

One thing I’ll say, is nothing is simple in the rail and most things contradict themselves!

Cheers all

This has been a question since I was ESing some 20 years ago now.
You need to have one with a suitable safe system that the PICOP has provided (separated or safeguarded in old money).
They own that section of the line so it is perfectly safe.
Same reason as Possession Staff have one when placing the protection.
It will need to detail access points and all of the other good stuff now included. We had maps mandated about 17 years back that were included in the Rimini pack.
If you work in a maintenance team you will be familiar with the area but projects and contract staff may not know the location as well.

Thank you for the reply, much appreciated! Thought I’d come here as it’s definitely full of knowledge and experience!

‘You need to have one’ are you referring to possession support ticket with a suitable safe system?

The only real issue is, we can’t find anything that says in black and white ‘ a coss can stick PLBs out’

But plenty that shows you need to sit the one day PS course, with the supervisor still saying it can be done without PS being obtained.

I mean a safe work pack. Sorry for any confusion.
Possession Support competence has always been a crap process.
When I got PS it was because I had been doing it for years without training .
I think the way things are these days any competence issues you should raise. If you works for NR ask the competency and development specialist (CDS).
My person opinion is if you are a COSS its perfectly safe to do but different regions do it differently as the person above mentioned for Scotland.

I see, I’ve never even heard of the CDS.. the team itself is prey new and the older boys have moved on.. so we’re all picking up things as we go along or finding out stuff ourselves!

Much appreciated for you taking your time to reply
