None of us want to put you off having interesting discussions on the forum, but lots of people with many years of railway planning, operating and engineering experience between them have explained why such a scheme is never likely to happen....however much you or anyone else want it to. Would it have been better if the trackbed was actually protected and not built all over at multiple points so such a scheme could be more realistic? Yes
The best/only realistic solution for this problem is a well timed bus that serves NYMR at Pickering and Flamingo Land with through ticketing and marketing.

A = current NYMR station B = current link road 'The Ropery' and car park C = current location of Lidl D = Current location of S Taylor and Sons (note : the building seems to have expanded well beyond the old railway shed on both sides).

I'm sure people thought about the Channel tunnel when first proposed in much the same way.Cant we just build a Malton to Whitby base tunnel under the North York Moors, once the Tees Polyhalite mine tunnel is done we can use the TBM from that site. I can imagine an offer in the region of £17.50 will entice them to part with it.
Once electrified throughout you will be able to run HS2 trains direct from Euston.
These items have a statistically similar chance of occurring as reopening a pseudo tramway through the centre of Pickering.
