Would an off peak return RUG<>LIV be valid outbound via the Trent valley and return via BHM (or the other way round)?

Avanti only connection at CRE.

Yes, there are a variety of permitted routes for this fare, including both via the Trent Valley and via Birmingham (or a combination of the two, e.g. via Birmingham and Tamworth).
