Presumably the panel (and interlocking) itself hasn't been amended and so the berths were filled in at one time to aid signallers and have never been cleared out. Has the stub to the level crossing actually been lifted? It's not unusual for the stub at the connection to the active line to be retained to avoid the need to intervene in the interlocking.The line to Weymouth Quay has BLOC and KED-
