If I have luggage, the Overground is often easier than struggling up and down steps on the tube. I often carry a bag full of camera gear, and I always prefer to be able to look out of the window at something other than a tunnel wall.
I agree. The article does not mention the previous Heathrow Southern railway proposal. One comment suggests it's just a way for Sir Ranil Jayawardena to put himself in the running for Mayor of Hampshire, so maybe that is the explanation.

With ETCS Level 2 it is also possible to have signals at green instead of yellow prior to red signal. The train can slow down later in the middle of a block rather than at the start. This means that sometimes a new movement authority for the next block can be issued when the red ahead turns...
I wonder if the logistics tunnel could eventually be used as a way to get to OOC from one or another of the stations nearby. It looks like it passes close to Old Oak Common Lane Station.

I believe that once the work needed to make ETCS work to Paddington was understood and the need to rework it soon after for OOC, the decision was made to delay it until OOC was complete and do it all in one hit.
