£2 Price Cap on fares in England - Now extended beyond October 2023

Presumably it is slowed by it being a cap and not a flat fare. Flat fare would be better as you could switch to London style "tap in only" operation which massively, massively speeds boarding to the point that London one person operation is very nearly as fast as conductor operation.

That said, is reimbursement for the 2 quid thing dependent on distance travelled?

The thread title refers to a £2 cap on fares. The existing £2 schemes are excluded from the scope of the national £2 scheme. The reimbursement arrangements for those already running are therefore in the hands of the authorities promoting them. Papers on the West Yorkshire Combined Authority website suggest that it is "similar" to concessionary fares. However, destination would be important as (a) some journeys valued at £2 or below on the previous fare scales should be excluded from reimbursement) and (b) as Gus says, the level of reimbursement on everything else will vary with the length of journey being made.

However, my understanding is that each operator/group is now to be made a fixed pot offer by the DfT, and there will be no variation by volume of passengers actually travelling. When last issued, the DfT conditions were still draft - the final version should arrive before the date that operators have to commit themselves to the scheme (15th or 16th of this month, from memory).

Quite a few people just ask for a ‘£2 fare’ on the services I’ve been on, and on most of my tickets I note the driver generally just issues it to the end of the route anyway i.e. ask for a single to Normanton and the ticket will just be ‘issued to’ Wakefield Bus Station

Using the MCard Mobile app you can actually just buy £2 single tickets on that now too rather than having to buy a day ticket like some operator apps offer

So if you buy a £2 fare on the app or a ticket is issued on board to the end of the route as standard then neither the operator or funding authority has any idea of actual journeys being made…!

You can do passenger surveys to get an idea of that. Meanwhile the simpler boarding is, the faster it is. Taking 20-30 seconds per passenger selling a ticket on busy routes is a huge, huge waste of time and thus money.

Tap On Tap Off is pretty much as fast, and I doubt we’ll get better than that. Taking Bath as an example we have flat fares on routes that remain within the city, but even on buses that do so you have to tap off, or the system has a nasty habit of charging you for a West of England journey that is significantly more expensive.

With m-tickets and TOTO boarding tends to be very fast, a bus such as the U1 where almost everyone uses it boards as fast as a London bus. The few that still ask for tickets are actively shamed, and seem to just lack the understanding to use the technology. (Especially since TOTO now charges student rate on the unibuses, so they could very easily get away with a cheaper fare)

Remember, there are also those with learning disabilities, as well as those without bank accounts who are as entitled to use a bus as much as anyone else. People who drive fellow customers away are literally destroying their own bus service.

The active shaming is not something I agree with. However by lack an understanding of the technology I mean they board and ask for a single, then present their bank card in the exact same way they would for TOTO. As I mention, on a uni bus they pay 50p for doing this as TOTO would give them a student price. The only reason for them not to use it is a lack of understanding, it is easier in every way.

I don’t think you can say the only reason is lack of understanding. Someone needing evidence that they made the journey, or to claim back expenses, may well require the printed ticket (I’d expect most expense claims to be done on trust, with bank statement to verify if needed, but not all are). There may be other reasons too why someone wants an actual ticket, from neurodivergence or simply wanting a real ticket in case of ticket inspection (if I’m asked do I want receipt at supermarket checkout I’ll generally say yes in stores where there’s a security guard on the door so I can always easily prove I’ve paid in case they challenge me).

My friend asked for a single on an Arriva bus today, paid by card and has found a pending charge with their bank…for 10p!

Guessing the driver put it through as a ‘tap on / tap off’ journey by mistake and since my friend didn’t ‘tap off’ (as they weren’t aware having asked for a single) they’ll eventually just be charged £2?

Just to add a twist to the tale though they were issued a paper ticket which I didn’t think you got with tap on / off but they don’t have chance to check what that says until tomorrow

I thought that was standard…First South Yorkshire, when you tap in - you don’t have to tap out - ‘charge’ you 10p which appears on your bank app immediately, then it is adjusted to what you actually spent on buses the next day.

Does anyone know if the £2 price cap in the city regions has significantly increased partonage?

The England-wide scheme is still on track to start on 1 January. DfT (Dept for Transport) was due to make final offers to operators this week, who could then choose to participate or not. I've heard a number of smaller operators were too daunted by the paperwork to take part. DfT intend to put a list of participating operators on the gov.uk website.

Indeed. Julian Peddle of Centrebus has raised some concerns, as outlined in Route One:

Concern has been raised by Centrebus Director Julian Peddle around the lump sum approach to operator reimbursement for the Bus Fare Cap Grant (BFCG) mechanism in England outside London. He believes that it could damage the sector rather than aid its recovery.

Those concerns are based around what Mr Peddle believes is insufficient funding for BFCG across its three-month lifespan of £60m. A recent report by WPI Economics presented modelling showing that permanent adoption of a £2 adult single bus fare cap across England outside London would have an annual cost of £490m at 2021 values.

Mr Peddle is also critical of what he claims is a lack of transparency on BFCG. The scheme required operators interested in participating to supply baseline fares information before being offered a fixed sum by the Department for Transport (DfT).

Centrebus received a provisional offer during week commencing 5 December. That was earlier than expected, but Mr Peddle believes that the timeframe leading to introduction of the scheme in January 2023 remains too compressed. Promoting it, and making the necessary back-office adjustments over the festive period, will be challenging, he adds.

“We have no idea of how sums have been calculated,” Mr Peddle explains. “I am asking DfT to be open and tell us how it has arrived at them.” The Department has not responded to an enquiry asking whether it will provide operators with an indication of what has been factored into offers.

“BFCG will generate ridership in the short term, but what about beyond March? It takes at least 12 months, and potentially longer, to gain a real sense of where anything new is going. I say that from practical experience,” Mr Peddle adds.

I haven't quoted the full article, but it goes on to discuss the effect on other tickets and the potential impact on smaller operators.

Interesting that Mr Peddle is saying about 'lack of time to promote the scheme' and 'reduction in other tickets such as weeklies'. Has he taken a look at his business portfolio lately? They all tend not to promote anything, they plod on doing bare minimum. When was the last time D&G tried to promote anything at all, let alone their fares? Reduction in weekly ticket sales is more than likely due to the inept management at his businesses who can't seem to run a Christmas party at a brewery (you know the phrase that I am referring to). It's the clueless management within his businesses who will be creating the lower ticket sales. No point in people buying weeklies now as there is a high chance that in Chaserider at least, that the bus will not turn up at least 2 of the times each week that you go to catch it.

He states about worst case scenario of bankruptcy. I suppose for the people of Cannock, that is something that they can only wish for. D&G, least there is a good chance they will turn up but the service is shoddy (I know the bar is low with Arriva Winsford but D&G seem to somehow manage to be worse). Centrebus seems to be on a constant cut, cut, cut spree. Cut a trip here, a trip there. "Oh no, no one wants to use the service as we have cut it back so much, it's unusable". Centrebus do seem to promote some things though. It's few and far between but they do promote a few bits. Select seem to do alright but their buses aren't exactly the best looking and they act quite cowboy when you look at their timetables. No promotion of anything at all either.

The lack of marketing of commercial bus services by many operators bewilders me especially in tourist areas, town centres or at bus stations or rail stations.

Even when you do get on board a bus there are few, if any reference to ticket options or places to visit by bus.

Can you imagine the likes of McDonalds or Greggs not promoting their products even though every town in the country has at least one branch…

I'd say it's almost certain that all of the big operators will do it. It's probably worth you checking with Hertfordshire if the Savercard will still work with the £2 fare as this could of course bring fares down to £1 single for you.

I would be extremely pleasantly surprised if First (Wessex, Dorset & South Somerset) took part, but here's hoping that the Jurassic Coasters are included!!

DfT’s announced the scheme will have 130 bus operators, including Stagecoach and National Express, running from 1 January to 31 March.
Passengers are being encouraged to Get Around for £2 by bus from January to March next year, with bus operators launching a campaign to promote the government fare cap scheme today (19 December 2022).

The scheme will help families, commuters and other passengers save money this winter, backed by £60 million of government investment to cap single tickets at £2 from 1 January to 31 March 2023 across England, outside of London.

With the average single local bus ticket costing £2.80, passengers will save almost a third of the ticket price per journey. In some rural areas a single ticket can cost over £5.

The scheme seeks to get more commuters on buses and helps to reduce emissions and congestion by taking an estimated 2 million cars off the roads.

Today, the government has confirmed over 130 bus operators, such as National Express and Stagecoach, managing routes from the north to the south of England will charge no more than £2 for their single tickets, helping passengers with travel costs for education, work and medical appointments as they face pressures from the rising cost of living.

Buses Minister Richard Holden said:

Brits love buses. They’re the most popular form of public transport in England, making up half of all journeys. So we’re investing £60 million to cap single bus fares at £2 to help families, students and commuters and help get people back on the bus.
The scheme will also take 2 million car journeys off the road and it’s fantastic to see so many bus operators signing up. So, if you’re in Carlisle or Weston-Super-Mare, Birmingham or Doncaster, make sure you hop on the bus and ‘Get Around for £2’ between 1 January and 31 March.
Bus fares vary across different parts of the country and between bus operators, and the cap is an important step in ensuring passengers across the country are getting a fair deal.

The scheme forms part of the government’s Help for Households campaign, as the new cap can deliver real savings for those most affected by the rising cost of living.

The bus fare cap will also help the bus industry continue its recovery from the pandemic by encouraging greater bus use.

This initiative builds on the allocation of more than £2 billion to support bus services in England through the pandemic and a commitment to fund improved services, new bus priority measures and new electric or hydrogen buses as part of Bus Back Better, the ambitious national bus strategy, published last year.

Tom Stables, CEO of National Express UK, said:

More people using buses is good for the economy, environment and wider society. We know that great value, low fares encourage people to switch to the bus so are proud to join this scheme. And even better, we’re also freezing child fares at £1. Bus travel is simple, cheap and easy and there’s never been a better time to get onboard.
Elsewhere, a bus fares pilot scheme, backed by £23.5 million of government funding, launched in Cornwall this April has already seen a significant increase in passenger numbers.

Working alongside the ‘Any Ticket Any Bus’ campaign, the fares pilot, running over 4 years, includes a £2.50 day ticket within towns or a £5 day ticket across all of Cornwall, which is valid across different bus operators.

Ensuring the public can access affordable bus fares will encourage more people to choose buses for local journeys, which in turn will help to reduce carbon emissions as the country moves towards our Net Zero targets.

Graham Vidler, Chief Executive of the Confederation of Passenger Transport said:

We look forward to welcoming more customers on board when the £2 fare cap in England starts in January, as it complements great value fares already in place that make taking the bus more attractive and environmentally friendly this winter.
Travelling for £2 on the bus both helps customers facing rising cost challenges and enables them to try a new travel option to get to work, education, public services, leisure or see loved ones.
The government will continue to work closely with bus operators and local authorities and consider future support to help passengers continue accessing reliable and affordable bus services after March.
I am, however, yet to find a full list of operators somewhere that are participating.

The Mirror’s obtained a full list of bus operators participating in the scheme:
A lot of those bus operators have Single fares under £2.00 and Return fares under £4.00 for shorter journeys so i wonder if those fares will be kept? For example from Lewes to Landport or Malling or Nevill is £1.70 Single or £2.90 Return on all Brighton & Hove and Compass Bus and Cuckmere Bus services so will fares such as this increase or be kept the same? Will it be a flat fare £2.00 Single and no Returns available on all these operators? Or will the cheaper Single and Return fares still be available? Also for longer journeys that will cost £2.00 will people be forced to buy two Single tickets for £2.00 each now? Or will a Return ticket still be sold on all these buses? If so will it be £4.00 or priced slightly cheaper to give a discount over two Single tickets like Return tickets normally do? There are lots of unknowns about this scheme! There is less than two weeks to go and still so little information about how this ticketing will work!

You will probably have to ask your local operators specifically about this sort of thing - I'd hardly expect there to be any sort of information from the DfT about it.
I don't believe this is a genuine attempt at any sort of integrated ticketing - it's just a publicity stunt. (How I'd love to be proven wrong!)

130 routes sounds to be a very conservative estimate given how many routes some of those operators have - though I notice for my local operator Transdev Keighley, the only route not already covered by a £2 max single fare is the 66 Keighley - Skipton for journeys starting or finishing in North Yorkshire (and if you buy day tickets in bulk they're £3.90).

There are 124 operators listed in the list above so some must be missing if its 'over 130'

I notice most of the Arriva companies are missing
