But the government doesn't fund free travel for OAPs. It's local councils. So giving free travel to 16-18s has nothing to do with NHS funding.

Indeed. It's the local councils which are cutting bus subsides because the government cut the amount of tax payer's money that they get to use on local services. However, the government won't allow local councils to withdraw free travel for ENCTS holders on post-09:30 weekday or any weekend bus services.
