3S08 1212 Wigan L.I.P. to Wigan L.I.P.

Was looking at trains which might be going via Hebden Bridge today and spotted 3S08 as linked below. I wonder what's Wigan L.I.P. and what exactly is this train? Some sort of NR test train which they run from time to time? I guess that's what is meant by "This schedule runs as required". I guess it stops in HB to switch back to Rochdale way.

3Sxx are normally sandite/ water cannon trains, although the same path can be used (at other times of the year) for other trains, such as weed killer.

As for the L.I.P bit; I cant remember what it stands for, sorry.
