As I understand it a "wet lease" includes flight crew and cabin crew. Jets2 says it will be the normal cabin crew that we normally fly with.
Flight deck crew from the aircraft operator, cabin crew from the booked airline, is usually known as a “damp lease.“ Wet lease (ACMI) is both flight deck and cabin from the aircraft owner, while dry lease would be flight deck and cabin crew supplied by the flight operator (in this case Jet2). Dry lease has become a bit more challenging for UK airlines these days, given most of the supplying airlines are European (and their crew European licensed) while we are of course outside of the EU these days. The exception is the likes of Titan, which is UK based and does ACMI for other UK airlines.

Air Explore is just one of several Europe-based bottom-feeders that pop up in the UK most summers when local carriers need additional capacity its not worth them having year-round. There are now very few UK providers (Titan being the primary one), so while UK airlines are obliged to try to source from the UK first, most aircraft tend to come from Eastern Europe where they can be had for lower rates. TUI tends to do an annual swap with a partner in Canada airline while Jet2 takes a year-to-year approach and usually ends up with a carrier like Air Explore.
There’s nothing intrinsically wrong with Air Explore - its just that the aircraft might not be quite up to Jet2’s normal interior standards (although of course in an ideal world Jet2 should be keeping an eye on that and nipping any problems in the bud).
