Across all franchises to me Arriva policy is ' sweating the assets ' rather than seeking to increase capacity. If Adrian Shooter was still at the top, pre Covid-19 anyway, all possible options for fleet expansion would be explored.

Right now medium / long term future passenger numbers and management are of course unknown.
To be fair, to expand what they need are extra Turbostars, a type like golddust.

It's not as if there are spare DMUs just lying around waiting to be taken, and buying a big fleet of CAFs hardly makes sense when DMUs are on the way out

I suppose we just have to wait for TfW to replace all their DMUs?

What's annoying is that turbostars have become available but Chiltern didn't take them, they could have got the 8 172/0s which are the same as their existing 4 172/1s. They could have also taken the 4 3 car 170s which scotrail released and Northern didnt take. Greater Anglia also release some 170s and WMR are going to as well.

It’s not just about Chiltern taking them - DfT have the final say.

Particularly at the moment! No TOCs will be able to do anything much at all in terms of signing any new leases without the DfT approving it.

You have to remember is that (pre-Covid) Chiltern were in much the same position that Transpennine were in when Chiltern got the 170/3s. Namely they could only guarantee a short term lease (i.e. until the end of the franchise in December 2021).

If you're a ROSCO and have the choice of an 18 month term or a 36 month (or more) term, it's a no-brainer to go with the longer term option.
