Are 390s multiple units? Yes.

My defination of units is anything that is in a fixed formation all the time.

HSTs don't count as they are 2 locos (as defined by TOPS) with a number of carriages (which can be swapped and changed) between them.

Yes Pendolinos, Voyagers, Meridians & Pioneers are all allowed, as are Desiros, Turbostars and Electrostars, along with 180s and 175s.

Hybrid unit anybody?

HSTs were DESIGNED to operate as DEMUs, but are not officially, as units such as 170s are semi-permanently coupled, whilst mk3s only need unchaining and vacuum / electricity pipes disconnecting
