The 91 pre-dates the mid-1990s revision in crashworthiness standards, too.
Yes, but 91s actually have a proper steel cab superstructure unlike the HST power cars where the cab is just fibreglass.

HSTs can definitely go 140mph (148.5mph record), although there might have to be some paperwork done first.
Very true although they weren’t designed for it, unlike the 91s, which is the point I was trying to make.

And the point I’m making is why a Class 91 would be fitted with ETCS on a one-off basis, for route-specific testing, when Class 180 and Class 80x units are available.

Mind you, it’s not unheard of for Network Rail to do a total u-turn when it comes to one-off [and even entire fleets of] vehicles.
