Re the snooker one, entering into the world of absurd but technically possible, answers, I *think* a player could win a frame with as few as 16 points.
Player A absolute whacks the white ball into the reds, and somehow manages to pot all 15 of them, but the white goes in as well. So nobody gets any points for the reds, and there's a 4 point foul.
So the score is then 0-4 and only the colours are left on the table.
Player A pots the yellow. Score 2-4
Player B pots the green, brown and blue. Score 2-16.
14 points ahead but only 13 remaining; player A concedes
If the frame is played to a conclusion then player B pots the pink as well and wins 22-2, so the same low winning score as previously but fewer points for the opponent
