As I mentioned up thread. The barrow crossing is at the south end of the station and a northbound train in the station blocks the view of any southbound freight hammering through. I’ve mentioned that I’ve seen near misses due to people assuming it’s a rural line so there’ll be no other trains about.

This might be so, but I don't believe it is the justification for the work (as if it was, they'd be doing it at several other stations along the line too).

Settle, barrow crossing which the station supervisor assists with via the signaller
Ribblehead, barrow crossing on a 30mph single train in section.
Dent, barrow crossing on 30mph bend (needs a footbridge)
All other stations accessible from both sides.

For anyone interested, this is the view from the footpath in question, looking down towards the station & village:

One of the criteria for Access for All funding it to try and get a good geographical spread of accessible stations so those who can use a car or get a lift can transfer to rail without having to drive too far.

In a very specialist wheelchair and with assistance - which could also get him up a flight of stairs.

If the PRM would miss their train, yes, but they wouldn't. Access to the platform is not necessary other than to board a train.

In any case, the PRM is more likely to be disadvantaged due to the lift being broken!

They already are via the barrow crossing. The service train cannot arrive if the line is blocked by the freight, so this issue is all about hikers.

I think the lifts have a pretty good record for reliability, there are loads of them at the minor stations around London that are very reliable.

PRM does, of course, extend beyond wheelchair users, visually and audibly challenged are easy to identify but there are also more than that to consider. There's also young children and pushchair users to consider. If, as has been mentioned, there is a sighting problem then these users are also at risk. By far the best solution is a ramped bridge if the room can be found for it, if not, then it's lifts.
