Inspection saloon at Winchester

Maroon inspection coach hauled by a matching maroon old engine (47 I think) cruised by me yesterday at Winch on the down in the lateish morning. Any idea what it was up to? Had folks on board nosing out the back windows, who recieved a cheery (not entirely sarcastic) wave from myself.

The inspection saloon seems to be on a near constant tour of the UK, but i'm not entirely sure what the purpose of it is! I don't think it records any track data like any of the Network Rail test vehicles. I guess it could be used for route learning/retention, or maybe it is just for "observation" :?
