I’m confused. That tweet says there is a profit cap, whilst the tfw homepage says “Transport for Wales is a not for profit company, wholly owned by the Welsh Government.”

Is there a profit allowance built in for KA but not for tfw? Assuming so the minute KA take a profit the press will have a field day. Not very transparent

Shouldn't it say something like 'TFW is a not for profit company who form part of the franchise, KeolisAmey forms the other part who are a profit making company. The franchise has adopted the brand name Transport for Wales' ?

But TfW existed before (and outside of) the franchise. KeolisAmey have been instructed to use the TfW Rail / TfW brand.

I've not gone to check facts on this, but isn't this the equivalent of saying that Transport for London is a non-profit brand/company owned by the Greater London Authority, whereas (say) Arriva is a for-profit company which has a contract to operate some bus services for TfL?

More like "KeolisAmey operate the franchise granted by Transport for Wales on behalf of the Welsh Government. They use the brand name Transport for Wales as specified in the franchise agreement".

As the new franchise is up and running, this thread is now closed, as if we do not close it, we risk this being used as a "master thread" for all aspects of this franchise, which we are keen to avoid (there is no need to lump different issues into one thread; this forum has plenty of capacity for each issue to have its own thread!)
